Free lead-based paint removal program announced

The City of Concord is seeking homeowners and apartment owners who may be eligible for a free lead-based paint removal grant.

Most homes and apartments built before 1960 and some built as late as 1978 may contain lead paint. Lead paint is safe until it starts to peel, crack or wear creating hazardous lead dust, chips and fumes.

Lead-based paint is typically found on doors and trim, window trim and painted plaster walls. If lead is inhaled or ingested, it can cause lead poisoning. Children and pregnant women are especially at risk. Lead poisoning harms many parts of the body, including the brain, nervous system, kidneys and blood system.

Participants in the program must meet affordability requirements. Properties must have been built before 1978 and must be located in the designated hazard control area, which roughly includes downtown Concord and the greater Monument Boulevard area. Preference will be given to households with children under 6 years of age.

The program includes an inspection of the property by a licensed lead paint assessor to determine if a lead paint hazard is present, and removal of the lead-based paint hazard by repainting, replacing window trim and other improvements.
