Public meeting set on new wireless communication ordinance


Residents and business owners are invited to learn about changes to the City's ordinance governing wireless communication facilities (such as antennas and radio transmitters) and the lease agreement the City would have with all wireless carrier companies to allow them to mount facilities on City light poles or traffic signals.

A meeting will be held Monday, May 8 from 1 to 2 p.m. in the City Council Chamber, 1950 Parkside Drive and is open to the public, especially stakeholders concerned about this issue. Materials for the meeting will be available May 3 on the City's website, www.cityofconcord.org.

Recent changes in federal and state laws concerning the regulation of wireless communication facilities require the City to update its local development code. The purpose of this meeting is to provide an overview of the legislative and technical framework for revised Wireless Communication Facilities regulations, summarize the major proposed modifications to the Development Code, and obtain preliminary feedback from stakeholders, residents and businesses on issues and concerns regarding wireless facilities. Feedback from the meeting will be taken into consideration when developing a report to the Planning Commission and City Council.

The Master Lease Agreement is an agreement between the City and a wireless carrier that desires to mount a small cell facility onto a City-owned utility pole, light post, or traffic signal, which also could possibly allow the small cell facility to be powered by the electrical system within the utility pole. If approved, the agreement will establish the legal framework under which a wireless carrier may obtain a revocable, non-exclusive agreement to use City poles.

The Wireless Ordinance update is tentatively scheduled to be presented to the Planning Commission on June 21 and to the City Council on July 25. The Master License Agreement is also tentatively scheduled to be presented to the City Council on July 25.
