Proposed Changes to
Mobile Home Rent Stabilization Ordinance

 

Background

The City of Concord is evaluating possible revisions to its Mobile Home Rent Stabilization Ordinance.  Specifically, the City is considering the use of a third party hearing officer to decide special rent increase requests, in lieu of the current practice of submitting such requests to the Mobilehome Rent Review Board.  The City is also re-evaluating Consumer Price Index increases passed on to residents through automatic annual rent increases (also known as General Annual Adjustments).  Finally, the City is considering limited adjustments to base rent when coaches are sold or a space becomes vacant.    

Meetings

The City will be scheduling meetings with City of Concord mobilehome park residents and owners to inform, gather suggestions, and clarify concerns. The first step of this process is meeting with the mobilehome park residents. Meetings will be scheduled in each mobilehome park individually. The following is a list of the mobilehome parks we have already visited:

At the conclusion of this community input process, staff will present its recommendations to the City Council for review and action. Council meeting dates and times will be posted on the City of Concord website www.cityofconcord.org, and interested mobilehome residents may receive notification letters.
