The Redevelopment Agency provided a $3.9 million commercial rehabilitation loan to Fry's Electronics to support the renovation of the old Levitz building at Park and Shop and Park and Shop's northern parking field. The purpose of providing assistance to Fry's was to implement the Redevelopment Strategic Plan, improve the Park & Shop Shopping Center , and generate a secure source of sales tax for the City. This commercial rehabilitation is expected to result in over $18 million of new sales tax in a twenty-year period that can continue to support Concord 's high-quality services that it provides to its residents.


The project included interior and exterior improvements to the building and parking lot improvements. Interior building improvements consisted of tenant improvements to create a 77,000 square foot ground floor retail sales area and construction of supporting office and storage space.


The site improvements reorganized and improved the parking area serving the Fry's store by encouraging smooth traffic flow and separating pedestrian and vehicle areas. Park & Shop's northern parking field suffered from many years of deferred maintenance and general disorganization reflected in poor access, inefficient parking, unkempt trash enclosures, inadequate striping, and lack of landscaping and lighting. The new site improvements corrected these deficiencies and created a modern parking field that provides a high level of service to Fry's customers and customers of other retailers and restaurants in the Park & Shop center. The site improvements include repairing the existing parking lot, installation of new landscaping and irrigation systems, new lighting, pedestrian walkways, and trash enclosures, intersection improvements, access improvements, and a traffic signal.
