  1. CITY COUNCIL CONSENT CALENDAR
    1. Approval of Minutes - of November 28, 2006. Recommended by the City Clerk.
    2. Approving - the designation of alternates to act on behalf of Councilmembers in a disaster. Resolution 06-77 for adoption. Recommended by City Clerk.
    3. Matter to be set for Public Hearing - on Tuesday, January 23, 2007 - Jones Ranch - consideration of an application for a Preliminary Development Plan and certification of an Environmental Impact Report (EIR) for a new retail center that includes a 165,765 sq. ft. Lowe's Home Improvement store and 176,000 sq. ft. Wal-Mart, and a 3,220 sq. ft. In-N-Out Burger restaurant with a drive-thru on a 28.05-acre site at 1923-1985 and 2001 Arnold Industrial Way. The General Plan designation is Industrial Business Park; Zoning classification is PD (Planned District); APN's 159-090-013, -015, -024, 028, -030, -032, -034, and -036. This matter is scheduled for review by the Planning Commission on January 3, 2007.
    4. Accepting - the improvements for Project No. 2034, Ygnacio Valley Road Emergency Repair, constructed by Granite Construction of Watsonville; declaring the continuing emergency of Ygnacio Valley Landslide; and directing the City Clerk to file the Notice of Completion. Resolution 06-78 for adoption. Recommended by Director of Building, Engineering, and Neighborhood Services.
    5. Accepting - the improvements for Project No. 2031, Centre Concord Roof Repair, constructed by Enterprise Roofing Service, Inc. of Concord; and directing the City Clerk to file the Notice of Completion. Recommended by the Director of Building, Engineering and Neighborhood Services.

  1. JOINT CITY COUNCIL/REDEVELOPMENT AGENCY CONSENT CALENDAR
    1. Authorizing - the acceptance of a Grant Deed for the acquisition of 1701 and 1711 Concord Avenue, a single parcel with two addresses, APN No. 112-101-022. Resolution No. 06-692 for adoption. Recommended by Director of Planning and Economic Development.
  2. JOINT CITY COUNCIL/REDEVELOPMENT AGENCY PUBLIC HEARING
    1. Authorization of Redevelopment of Pine Street Site as a Unified Development by a Master Developer - to consider the adoption of a resolution authorizing the assembly and development of an approximately 1.8-acre site bounded by Clayton Road, Pine Street, Market Street and Willow Pass Road as a unified development by a master developer. The site is located within the Central Concord Redevelopment Project Area and consists of APN Nos. 126-291-010, 126-291-016, 126-291-017, 126-291-019, and 126-291-020. Resolution 06-694 for adoption. Report by Helen Bean, Economic Development/Redevelopment Agency Manager.

      Staff Recommendation: Adopt Resolution 06-694 authorizing the assembly and development, as a unified development by a Master Developer, of a 1.83 acre site located within the Central Concord Redevelopment Project Area.

Notice to Public : Speaker's Card: Members of the audience who wish to address the City Council are requested to complete a Speaker's Card available at the front bench. Submit the completed card to the City Clerk before the item is called, preferably before the meeting begins.

Agenda Reports: Agenda reports are available for public viewing in a binder on the front staff desk.

Public Comment Period: This is a fifteen-minute Public Comment Periodfor items not on this agenda, and each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.

Consent Calendar: All matters listed under the Consent Calendar are considered by the Council/Agency to be routine and will be acted upon in a single motion. There will not be separate discussions of these items unless a request is made prior to the time the Council/Agency considers the motion to adopt.

Public Hearings: Persons who wish to speak on Public Hearings listed on the agenda will be heard when the public hearing is opened, except on public hearing items previously heard and closed to public comment. After the public has commented, the item is closed to further public comment and brought to the Council/Agency level for discussion and action. Further comment from the audience will not be received unless requested by the Council/Agency. No public hearing shall commence after 10:00 p.m. unless approved by majority vote of the City Council.

ADA Notice and Hearing Impaired Provisions: The Council Chamber is equipped with Easy Listener Sound Amplifier units for use by the hearing impaired. The units operate in conjunction with the Chamber's sound system. You may request the Easy Listener Phonic Ear Personal Sound Amplifier from the City Clerk for personal use during Council meetings.

Notice: There is a 90-day limit for the filing of a challenge in the Superior Court to certain City administrative decisions and orders which require a hearing by law, the receipt of evidence, and the exercise of discretion. The 90-day limit begins on the date the decision is final (Code of Civil Procedure Section 1094.6). Further, if you challenge an action taken by the City Council in court, you may be limited, by California law, including but not limited to Government Code Section 65009, to raising only those issues you or someone else raised in the public hearing, or in written correspondence delivered to the City Council prior to or at the public hearing. The City Council may be requested to reconsider a decision if the request is made prior to the next City Council meeting, regardless of whether it is a regular or special meeting (Policy and Procedure No. 2, Section 4.24).
