- Approval of Minutes - for the meetings of May 12, and May 19, 2008. Recommended by City Clerk.
- Authorizing - the continuation of emergency action for Project No. 2034, Ygnacio Valley Road Landslide, pursuant to Section 22050 of the Public Contract Code. Recommended by Director of Building, Engineering and Neighborhood Services.
- Adopt Ordinance 08-4 - Amendment to Concord Municipal Code – City of Concord Retirement System –to make numerous technical and clarifying revisions to Chapter 50, Article II of the Concord Municipal Code to properly reflect the previous change to the California Public Employees Retirement System, ensure compliance with current legal requirements, and promote ease of administration of the City of Concord Retirement System. Ordinance 08-4 was introduced on May 12, 2008. Recommended by City Attorney.
- Approving – an amendment to the building lease agreement with Marshall Leong Investment Group (formerly Marshall Mok Nursery Inc.) for space at 2166 Solano Way to use as the Northern Field Office in the amount of $1,089.70 per month for Fiscal Year 2008-09, and $1,153.80 for Fiscal Year 2009-10. Recommended by Chief of Police.
- Approving - amendments to the Citywide and Departmental Records Retention Schedules. Recommended by Director of City Management.
- Approving - Amendments to Fiscal Year 2007-08 Professional Services Agreements for Technology Consulting Services with: (1) Robert Half International, increasing the total compensation by $89,500; (2) Botts Strategic Solutions, increasing the total compensation by $10,500, and (3) Quest Media, decreasing the total compensation by $100,000. Recommended by Director of Information Technology.

- JOINT CITY COUNCIL/REDEVELOPMENT AGENCY CONSENT ITEMS:
- Approving – an agreement with Housing Rights, Inc. to provide comprehensive housing counseling services for Fiscal Year 2008-09 in the amount of $140,000; and authorizing the City Manager/Executive Director to execute the agreement. Recommended by Director of Planning and Economic Development.
- Matter to be set for Public Hearing – on Monday, July 14, 2008 at 6:30 p.m. in the Council Chamber - Consideration of a First Amendment to Disposition and Development Agreement with Lehmer Investment Co., a Nevada Corporation, including the sale of an approximately .35 acre Agency-owned parking lot property located at 1925 Market Street, APN 126-030-033, located adjacent to the property covered in the original Disposition and Development Agreement and within the Central Concord Redevelopment Project, confirming that this is the First Amendment to the Disposition and Development Agreement and making findings pursuant to the California Environmental Quality Act. Recommended by Director of Planning and Economic Development.

Speaker's Card
Members of the audience who wish to address the City Council are requested to complete a Speaker's Card available at the front bench. Submit the completed card to the City Clerk before the item is called, preferably before the meeting begins.

Agenda reports are available for public viewing in a binder on the front staff desk.
Public Comment Period
This is a fifteen-minute Public Comment Periodfor items not on this agenda, and each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.
Consent Calendar
All matters listed under the Consent Calendar are considered by the Council/Agency to be routine and will be acted upon in a single motion. There will not be separate discussions of these items unless a request is made prior to the time the Council/Agency considers the motion to adopt.
Public Hearings
Persons who wish to speak on Public Hearings listed on the agenda will be heard when the public hearing is opened, except on public hearing items previously heard and closed to public comment. After the public has commented, the item is closed to further public comment and brought to the Council/Agency level for discussion and action. Further comment from the audience will not be received unless requested by the Council/Agency. No public hearing shall commence after 10:00 p.m. unless approved by majority vote of the City Council.

Notice
There is a 90-day limit for the filing of a challenge in the Superior Court to certain City administrative decisions and orders which require a hearing by law, the receipt of evidence, and the exercise of discretion. The 90-day limit begins on the date the decision is final (Code of Civil Procedure Section 1094.6). Further, if you challenge an action taken by the City Council in court, you may be limited, by California law, including but not limited to Government Code Section 65009, to raising only those issues you or someone else raised in the public hearing, or in written correspondence delivered to the City Council prior to or at the public hearing. The City Council may be requested to reconsider a decision if the request is made prior to the next City Council meeting, regardless of whether it is a regular or special meeting (Policy and Procedure No. 2, Section 4.24).
