Contra Costa Home Consortium logoThe City of Concord is a member of the Contra Costa HOME Consortium, which includes the cities of Antioch, Pittsburg, Walnut Creek, Richmond (administers own HOME funds but fully participates in CDBG Consortium) and the Urban Countyrepresenting all other cities.  One joint process for all of Contra Costa County is conducted every TWO years, using a single application that can be submitted to all jurisdictions.  The current grant cycle kicked off on October 4, 2007 and applications were due on December 3, 2007 at 4:00 p.m. for funding July 1, 2008-June 30, 2010.

How To Apply For A Grant

Grants are available to non-profit corporations serving Concord residents that are legally registered, active, and in good standing with all requirements of the Internal Revenue Service and Secretary of State of California. Per HUD requirements, nonprofits must be tax exempt under Section 501(c)(3) of the IRS Code and Section 23701(d) of the California Revenue and Taxation Code; or 101(b) of the IRS Code. No City of Concord Community Grants are available to individuals for any purpose.

Proposals from nonprofit agencies to provide services for seniors, disabled, youth, homeless, or other lower income groups, or to provide a variety of housing, economic development, or infrastructure projects, are solicited by the Contra Costa Consortium every two years. The present application period is now closed and no applications will be accepted for the two-year 2008-10 funding cycle. The FY 2010-12 grant cycle will open in early October 2009. The Concord Community Services Commission evaluates all proposals according to established Evaluation Criteria, hears a presentation and asks questions of all applicants, tours selected sites, and makes funding recommendations to City Council according to a timeline. Concord’s City Council makes all final funding decisions in a Public Hearing usually held in late April or early May.

Agencies interested in receiving Concord Community Grant funds or CDBG funding from any city in Contra Costa County, or from the Urban County, are encouraged to contact the staff person for the city in which you propose to offer service.
