State Loans and Grants

The State Department of Housing and Community Development (HCD) administers more than 20 programs that award loans and grants for the construction, acquisition, rehabilitation and preservation of affordable rental and ownership housing.

Below Market Rate Unit Now Available!

Houses in Concord, CaliforniaThe Wisteria Development near downtown on Willow Pass Road at Port Chicago Highway has three below market rate units available to moderate income households of three or more persons. The first of these three units is now completed and available for purchase!

The below market rate sales price has been set at $315,000, based on moderate income levels set by the State. Income eligibility does apply with maximum income limits tied to moderate income (120% of median income) levels, based on household size. For example, for a family of 4, the maximum income for eligibility is set at $110,750.

Homeless Prevention & Rapid Re-Housing Program (HPRP)

Rental Assistance is available for families or individuals who are having difficulty maintaining their current rental housing or have lost their housing due to the current state of the economy. The Homelessness Prevention and Rapid Re-Housing Program (HPRP) is sponsored by the Contra Costa County Conservation and Development Department and the Cities of Richmond, Antioch, Concord, Walnut Creek and Pittsburg.

Housing Rehabilitation Loan & Grant

The City's Housing Rehabilitation Program currently provides: 1) Emergency Repair and Accessibility Grants & 2) Weatherization and Home Security Grants for Seniors (60+).

First Time Homebuyer Program

Due to the California State Supreme Court's stay regarding the elimination of Redevelopment Agency's/funds (AB 1X 27 and AB 1X 26), the City's First Time Homebuyer Program funds are currently frozen. However, we anticipate starting our program up again in late January. Save a seat now at one of our First Time Homebuyer classes, before they fill up! New dates available.

  • Houses in Concord, CaliforniaBay Area Legal Aid provides free legal assistance and advice to households experiencing housing discrimination.
  • ECHO Fair Housing and Tenant Landlord Counseling call (855) ASK-ECHO, a counselor is available Monday through Friday from 9 a.m. to 5 p.m. In addition, an ECHO counselor is now available on Thursdays 9 to 4 p.m. at Monument Community Partnership, 1760 Clayton Road in Concord.
