Inoperable / Abandoned Vehicles

dilapidated abandoned vehicleInoperable or abandoned vehicles are an impediment to effective street sweeping. Inoperable or abandoned vehicles are ones which have been immobilized, lack an engine or other parts or equipment necessary to operate safely or legally on the street, have one or more flat tires, or which are mounted on skids or jacks. Vehicles that display expired registration tabs are also considered abandoned or inoperative vehicles. Abandoned or inoperative vehicles on city streets can be reported to the Concord Police Department by email to TrafficComplaint@cpd.ci.concord.ca.us or by calling (925) 671-3259.

  • dilapidated vehicle parked on streetOther traffic complaints should be referred to the Watch commander’s office at (925) 671-5066.
  • Vehicles may not be parked on the street if unregistered, inoperable, or dismantled. Doing so may result in a citation or vehicle towing.
  • Vehicles with a PNO (Paid Non-Operation) registration may not be parked on the street. Paying this fee means the vehicle will not be operated and therefore should not be on city streets.
  • Vehicles parked on the street in front of the owner's house are not exempt from the 72-hour local ordinance.

on Private Property

  • Major vehicle repairs like replacing an engine or transmission are not permitted. This work should be done in either a closed garage or commercial auto repair shop.
  • Abandoned, unregistered, or inoperable vehicles on private property should be reported to Neighborhood Preservation at (925) 671-3454 or by email to  cleanup@ci.concord.ca.us.
