The Role of the Community Service Desk

  • The Mission Statement of the Community Service Desk (CSD) is to enhance and improve the quality of life for the community of Concord.
  • The CSD closely mirrors the patrol function of the police department. 
  • Community Specialists, Community Service Officers and Police Interns provide customer service to the community of Concord by being a liaison for other units in the Police Department, completing basic investigations, documentation of certain crimes, providing fingerprinting/livescan services, register bicycles, and providing community oriented police services to everyone who enters the Concord Police Department facility.
  • CSD Officers are supervised by a Police Corporal.

Phone Reports

If you have been the victim of the following crimes, the Community Service Desk and the Field Offices, can take your report over the phone. These reports include:

  • 166.4 PC: Violation of a restraining order
  • 273.6PC: Violation of domestic violence restraining order.
  • 374.4PC: Garbage dumping
  • 459 PC: Burglary, garages w/no forced entry, vehicles, or residential storage sheds with no forced entry.
  • 470 PC: Forger, bill or bank note (with or without suspect information, by MUST be done in person w/document)
  • 484a PC: Petty theft $400.00 or less
  • 484e PC: Theft of access card
  • 484g PC: Use of card or account information
  • 487 PC: Theft over $400.00
  • 487b3.d PC: Theft of firearm
  • 498 PC: Theft of utility services, i.e.; phone, electric, cable, etc.
  • 530 PC: False impersonation/Identity theft
  • 594 PC: Vandalism
  • 602 PC: Trespass
  • 653M PC: Annoying and/or threatening telephone calls.
  • 10851 VC: Vehicle theft (from the registered owner only or the caretaker of the vehicle, with no suspect information, PERSON MUST SIGN FORM AND REPORT IN PERSON)
  • 23110 VC: Throwing objects at moving vehicles.
  • MISPER: Missing person where no foul play is suspected and party is NOT at risk.
  • RAJ: Runaway juveniles, 13 years of age and older, where no foul play is suspected and party is not at risk.

Bicycle Registration Services

City of Concord residents can register their bicycle(s) at the CSD. The cost is $3.00. Registration is local to Concord PD only and a registration sticker is provided.

Bicycle registration is also available online through the “National Bicycle Registry.” This organization is nationwide and offers many services that span multiple jurisdictions. For more info go to http://www.nationalbikeregistry.com/index.html

* Currently city of Concord residents are required to have a bicycle license issued by the CPD pursuant to CMC 106-481. Membership to the National Bike Registry does not satisfy the requirements of CMC 106-481.

Fingerprinting - Livescan and Inked Services

The Concord Police Department offers both Livescan and inked fingerprinting services to the public from the 1350 Galindo St location.

Monday – Saturday: (Hours may vary)
Walk-ins accepted when technicians are on duty, however, appointments take priority (Please call ahead for technician availability).

Fees:
The fee for Livescan is $41, which does not include any required State and/or Federal clearance fees (DOJ/$32, FBI/$24).

The fee for Ink prints is $29.00 (Notice- effective July 1, 2005 the Department of Justice will no longer accept Ink fingerprint cards).

Cash, Visa/MasterCard or Business checks from a company or organization requesting the fingerprint clearance will be accepted as payment for this service. No personal checks are accepted.

IMPORTANT NOTICE - Credit cards are accepted between 8:00 am and 4:30 pm. Exact change required for Saturday appointments and appointments after 4:30 p.m. during the workweek.

Livescan services for a "Massage Permit" require the applicant to do the following prior to applying for a City of Concord business permit.

  1. Call Concord Police Department (CPD) Special Investigation Bureau, (925) 671-3220, to have a "Massage Permit" application mailed for completing prior to Livescan processing. An application can be obtained from the CPD Community Service Desk Livescan unit.
  2. With a completed application permit, call CPD Special Investigation Bureau to schedule an appointment for the completion of the Livescan form and payment for the permit.
  3. The costs for the CPD permit for Massage Therapist is as follows:
  4. Massage Therapist - Independent contractor (new) - $187
    1. Massage Therapist - Independent contractor (renewal) - $133
    2. Massage Therapist - Employee (new) - $144
    3. Massage Therapist - Employee (renewal) - $90

  5. Call CPD Livescan services unit, (925) 603-5863, for Livescan info and appointments. We do take "walk-ins" but priority is given to appointments.

All Livescan transmittal forms, credential and character applications should be completed before you arrive for your appointment. Please also bring identification and present it to the Livescan technician if requested. All fees subject to change without notice.

Merchant Reports (Differential Police Response)

If you are a merchant and are actively involved in reducing shoplifting incidents with a loss prevention program, the Concord Police Department invites you to join our Merchant program. This program is supervised by the Community Service Desk Corporal who provides periodic training and special police reports for merchants in the program.

In summary, a merchant normally stops, detains or arrests a shoplifting violator. The merchant calls CPD and an officer is sent to the location to handle the shoplifting arrest. Due to high calls for service and priority dispatching, merchants often wait between one to 4 hours for an officer.

Once enrolled in the Merchant Program (In certain cases), a merchant can arrest a shoplifter, notify CPD of the arrest, complete the appropriate paperwork and release the shoplifter without the need of waiting for an officer. The paperwork is sent to the CSD Corporal who will then forward the paperwork for prosecution or diversion.

Community Meeting Rooms

The Concord Police Department and Field Offices encourage the use of our facility meeting rooms to the public for organizations that contribute to the quality of living in the city of Concord through their programs. The use is a privilege that requires the applicant to complete a “Community Room Contract”. Any questions concerning the conference room can be directed to the appropriate Field Offices and Community Service Desk Corporal.
