About the Bidding Process
- Public Notification
When a CIP project is ready to go out to bid, a public notice is posted in the legal section of the Contra Costa Times. Builder’s Exchanges are also notified of the project at this time. A set of plans and specifications for the project is sent to any builder’s exchange that requests them, as well as more than a dozen that always receive copies.
- Specification Guidelines
All City projects shall be done in accordance with the Standard Specifications dated July 2002, Amendments to the Standard Specifications dated June 13, 2002 and the Standard Plans dated July 2002 of the California Department of Transportation and the Standard Plans dated May 1993 of the City of Concord, California.
- Awarding the Bid
Once the apparent low bidder has been verified and a bid has been selected, results are made available on the Bidding Web Site Results Page, as well as at the Engineering Services front counter. At this point, the City then goes through a review process and the City Council acts on the contract. Contracts are taken to Council typically no sooner than four to six weeks after the bid opening, and sometimes longer.
