Project Need

In the late 1990's as a part of infrastructure maintenance and operations, the City determined a review of the status of the concrete trunk sewer system was needed. The long term objectives of the City have been to:

  • Provide uninterrupted service to residents and businesses
  • Ensure the existing trunk sewers were not experiencing ground water infiltration which would cause increased treatment costs.

A detailed study of the trunk sewer system would assist is deciding what maintenance steps would be needed to continue to meet the long term objectives.

The study showed that much of the concrete trunk sewer system needed to be rehabilitated. Without the rehabilitation, the City could experience overflow and collapse of the existing sewer system with potential damage to public and private property.

Since the study was completed the City has investigated the methods for accomplishing the rehabilitation.

Project Funding

To pay for the rehabilitation, Certificates of Participation Bonds totaling $12,207,000 were sold in February of 2004 to finance the repairs. Sewer Assessment Fees will be used to pay off the bonds. These fees are found in the Property Owner's property tax bill.

  • Funding for the project was accomplished by a special bond sale
  • Sewer Projects are part of 20 year Capital Improvement Plan

Phase 2

The rehabilitation currently planned for 2006 is the second phase of a multiphase rehabilitation program. Additional rehabilitation will be implemented as indicated in the initial Trunk Sewer Flow Capacity Study.

Resident Notification During Construction

Business Owners and Residents will receive notice:

  • Mailing: 7-14 Days prior to start of work.
  • Door Hanger: 24 hours prior to work at locations
  • Changeable message board will be located on streets where work is to occur to provide current project status and traffic control information.

All notification will be in writing
