Sewer Information
Depending upon the location of the project, exterior lateral building sewers and the sewer mains within the City of Concord are serviced (regulated, permitted, plan reviewed, and inspected) by either the City of Concord or the Central Contra Costa Sanitary District (CCCSD). Administration of plan reviews, permitting, and inspections will depend upon which service area you are in.
The City of Concord also services (regulates, permits, plans reviews, and inspects) the City of Clayton sewers (sewer laterals from buildings and sewer mains).
Determining the Service Area
The majority of properties located within the City of Concord's city limits are located within the City of Concord's service area. However, there are CCCSD service areas located within the City of Concord's city limits.

City of Concord (including City of Clayton) Service Area Projects
Projects that are located within the City of Concord's service area, which will also include the City of Clayton, must submit for review and approval of the project to the City of Concord. External lateral sewers originating from buildings or facilities will be plan checked and inspected by the City of Concord's Building Division staff. Also, the City of Concord will provide the permit for such work. CCCSD will not plan review or inspect the plumbing installation. Applicants must adhere to the CCCSD Standard Specifications for Design and Construction and the City of Concord Standard Specifications (PDF) (See Section 71 on Page 17)
CCCSD Service Area Projects
Projects that are located within the CCCSD service area must be submitted to the CCCSD for review and approval prior to the issuance of a permit by the City of Concord for the overall project. CCCSD will issue a separate permit for the sewer system and will perform inspections of the exterior sewer systems originating from the building. The CCCSD will provide the permit for such work. The City of Concord will not plan review or inspect the exterior sewer systems of projects located with the CCCSD service area since CCCSD has jurisdiction of projects within their service area. Applicants must adhere to the CCCSD Standard Specifications for Design and Construction on all projects.
Projects with Pre-Discharge Treatment Requirements
The CCCSD will need to review any project with pre-discharge treatment requirements, such as restaurants or industrial wastes. Although the CCCSD will review these projects, they will not be the permitting jurisdiction for the project if the project is within the City of Concord service area. Applicants for projects are encouraged to contact the CCCSD early in the project design phase to address sanitary treatment issues.
