Below Market Rate Homeownership

The City is pleased to make possible below-market rate (BMR) homeownership. Below market rate homes are specific dwellings where eligibility is based on income and household size. The program also assists current BMR homeowners in selling, refinancing or making capital improvements to their home. The program is designed to serve low and moderate-income households. Preference is given to households who live and/or work in Concord, but all are encouraged to apply. Bay Area Affordable Homeownership Alliance (BAAHA), a non-profit organization, assists the City in administering the program.
