Below Market Rate Homeownership

The City is pleased to make possible below-market rate (BMR) homeownership. The City of Concord's inclusionary ordinance mandates new residential developments provide permanently affordable homes to the community.  These affordable units generally set aside to be sold to households whose incomes range from very low (less than or equal to 60% of the areas median) to moderate levels (up to 120% of the area’s median income).  

The BMR program 

  • is designed to serve low and moderate income households 
  • gives preference points to those who live or work in Concord (although all are encouraged to apply) 
  • also assists current BMR homeowners in selling, refinancing or making capital improvements to their home
