Bicycle, Pedestrian & Safe Routes to Transit Plan

The Bicycle, Pedestrian, and Safe Routes to Transit Plan envisions Concord as a community where bicycling, walking and transit can serve the transportation needs of all users. The Final Plan, adopted September 27, 2016 helps make that vision a reality by outlining a strategy to further develop a safer and more comfortable walking and bicycling network. California State Bicycle & Pedestrian Plan

The State of California is currently preparing the first ever California State Bicycle and Pedestrian Plan (CSBPP). The high-level Plan will serve as a visionary and comprehensive policy plan to promote a statewide multi-modal transportation system that supports active modes of transportation and creates a framework to increase safe bicycling and walking. CSBPP is currently conducting an online public survey. Everyone is encouraged to take the survey to help inform development of the State Plan and help improve safe walking and biking for all Californians. Bicycle, Pedestrian & Safe Routes to Transit Vision & Goals

The City of Concord envisions an environment that supports walking, bicycling and active living, and enables people of all ages and abilities to safely and comfortably access jobs, schools, recreation, shopping and transit as a part of daily life.

  • Safety: Prioritize travel safety for all modes of transportation.
  • Design: Design active transportation projects that are accessible and comfortable for people of all ages and abilities.
  • Network: Identify and implement a complete and convenient active transportation network.
  • Programs: Increase awareness and support of walking and bicycling through education, encouragement, and evaluation programs.

Overview

The City of Concord's Bicycle, Pedestrian and Safe Routes to Transit Plan will serve as a blueprint to help develop a transportation network that meets the needs of all users - including pedestrians, bicyclists and public transit patrons, as well as motorists - fulfilling the City's commitment to Complete Streets.

Purpose of the Plan

The Plan seeks to improve access for pedestrians and bicyclists to the City's BART stations, guide investments in bicycle and pedestrian infrastructure, improve connections between the regional trails network and downtown, fill in gaps in our existing infrastructure, and improve safe access between schools, jobs, downtown, and other important areas of the city.

Improving Concord's bicycle and pedestrian infrastructure will have a number of community benefits, including better safety and quality of life. Providing residents with a safe and comfortable place to walk and ride results in fewer cars on the road, reduces vehicle emissions, improves public health, and makes our community a more pleasant place to live and work.

Staff Responsibilities

As a part of the project, staff will identify and map existing bicycle and pedestrian improvements and collect and analyze transportation data related to non-motorized usage and demand. Staff will also examine safety issues, including bicycle and pedestrian injuries and collisions, identifying locations that need attention. This information will be used to develop a plan for future improvements to Concord's non-motorized transportation infrastructure as well as position the City for grant funding to make those improvements a reality.

Project Team

The project team consists of a partnership between the City of Concord's Community and Economic Development Department (CED), Contra Costa County Health Services (CCHS) Community Wellness and Prevention Program, and Monument Impact. Concord's Planning Division is responsible for the overseeing the project.
