Housing and Social Services during COVID-19
The City of Concord has made available several services to Concord's residents affected by the COVID-19 pandemic. These can be located on the following webpages:
ECHO (Eden Council for Hope and Opportunity) Housing is Concord's fair housing, and tenant and landlord service provider. For additional information on any of Concord's tenant and landlord programs and policies, please contact ECHO Housing at 1-925-732-3919 or contact@echofairhousing.org.
Due to the COVID-19 pandemic, ECHO Housing’s are currently closed; however staff can be reached remotely. If you require assistance with a housing issue, please contact ECHO Housing at 1-925-732-3919 or toll-free 855-275-3246 or contact@echofairhousing.org.

All City of Concord Housing Programs are operational. Please allow for longer processing times as staff are working remotely during the COVID-19 pandemic.
- Eden Council for Hope and Opportunity (ECHO) Housing provides tenants with Fair Housing Services and Tenant/Landlord Counseling to settle disputes, among other housing related services. - The Housing Advocacy Clinic assists low-income clients threatened with losing their housing. In partnership with Bay Area Legal Aid, the Clinic assists clients facing unlawful detainer actions, provides assistance in Rent Board proceedings, and advocates on behalf of tenants.
Contra Costa County Health Services- CORE
- A Contra Costa Health Services Program, CORE will still be active, connecting the homeless to service providers and shelters.
- Trinity Center is a non-profit organization in Walnut Creek that serves homeless and underprivileged adults. Trinity Center is a Contra Costa County Coordinated Assessment Referral and Engagement (CARE) Facility and therefore considered an essential Government service.
- The Bay Area Crisis Nursery aims to prevent child abuse and neglect through providing supportive services to families, including short-term residential care for children.
- The Contra Costa Crisis Center, aka 211 Contra Costa, provides service referrals to a variety of everyday issues. Call 211 to speak to an operator or visit 211.org.
- Monument Crisis Center provides critical support and basic needs for everyone, from after school care, senior classes, ESL/ELL classes, food distribution, among other services.
STAND! For Families Free of Violence
- The Crisis Line will remain open and is the best and real-time access point for clients – call 1-888-215-5555 for services.
Contra Costa Senior Legal Services
- Contra Costa Senior Legal Services provides a variety of legal assistance to seniors, such as housing issues, elder abuse, consumer protection, wills, among other services.
- Choice in Aging provides a combination of medical, social, and therapy services for frail adults, while giving their caregivers respite.
- Meals on Wheels Diablo Region serves the senior population by providing social and care management services, on top of delivering hot and nutritious meals to homebound seniors through the Meals on Wheels program.
Ombudsman Services of Contra Costa
- Ombudsman Services is a mandated organization created to serve seniors who reside in nursing homes, and ensure clients and their families their loved ones are getting adequate care in these facilities.
- The Bay Area Crisis Nursery aims to prevent child abuse and neglect through providing supportive services to families, including short-term residential care for children.

- Monument Impact is a community-based nonprofit dedicated to building skills, resources and power within immigrant, refugee and low-income communities in Concord.
Small Business Development Center
- The Contra Costa Small Business Development Center (SBDC) provides no cost small business advising and training throughout the County.
- The Food Bank of Contra Costa stores and distributes food items to low-income individuals/households.
