KOLABORATION CONCORD LLC (DBA “COCO FARMS”) USE PERMIT, VARIANCE, ADMINISTRATIVE PERMIT, DESIGN AND SITE REVIEW, AND INTRODUCTION OF AN ORDINANCE APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF CONCORD AND KOLABORATION CONCORD LLC (PL21109 – UP, VA, AA, DR, DA) FOR THE DEVELOPMENT OF A CANNABIS MICROBUSINESS WITH STOREFRONT RETAIL LOATED AT 2366 STANWELL CIRCLE, APN: 112-252-021, -022, AND -006. CEQA: CATEGORICALLY EXEMPT
NOTICE IS HEREBY GIVEN that the City Council of the City of Concord will consider an application for a Use Permit, Variance, Administrative Permit, Design and Site Review, and introduction of an Ordinance approving a Development Agreement between the City of Concord and Kolaboration Concord LLC (PL21109 – UP, VA, AA, DR, DA) for the development of a cannabis microbusiness with storefront retail located at 2366 Stanwell Circle. The General Plan designation for the site is Business Park (BP), and the zoning classification is Office Business Park (OBP); APN 126-252-021, -022, and -006. CEQA: Categorically exempt pursuant to the following CEQA Guideline Sections: a) 15301 (“Existing Facilities”); b) 15302 (“Replacement or Reconstruction”); c) 15303 (“New Construction or Conversion of Small Structures”); d) 15304 (“Minor Alterations to Land”); and/or e) 15305 (“Minor Alterations in Land Use Limitations”). These categorical exemptions apply because the project consists of improvements to an existing building, with de minimis façade and landscaping improvements.
On March 16, 2022, this item was considered by the Planning Commission, where the Planning Commission voted 5-0 (AYES: Mizutani, Laub, Barbour, Mercurio, Weinmann) to adopt Resolution No. 22-01PC recommending the City Council approve a Use Permit, Variance, Administrative Permit, Design and Site Review, and the adoption of an Ordinance for a Development Agreement for a cannabis microbusiness with storefront retail located at 2366 Stanwell Circle (PL21109 – UP, VA, AA, DR, DA), with a condition to replace the chain link gates on the proposed trash enclosure and a suggestion to increase patrols by the Police Department for the area.
NOTICE IS HEREBY FURTHER GIVEN that the City Council of the City of Concord will hold a PUBLIC HEARING on this matter in the Council Chamber, located at 1950 Parkside Drive, on Tuesday, April 12, at 6:30 p.m. (or as soon thereafter as the matter can be heard) at which time and place interested persons may appear and be heard.
