[ARCHIVED] Draft Housing Update Available for Review

Concord's draft Housing Element Update is now available for a 30-day public review, through Monday, June 27. 

The document and instructions on how to provide comments are available on the project website: www.concordhousingelement.org

The Housing Element is a required component of the City’s General Plan under State law. It contains goals, policies, and programs to address the housing needs of all Concord residents from 2023 to 2031, including the City’s Regional Housing Needs Allocation of 5,073 units.

On June 14, the City Council will consider the draft HEU and provide input that will be incorporated into a revised draft. Public comments received during the review period will be documented and incorporated into the draft HEU, to the extent feasible and consistent with Council direction.

The process will continue through 2022, with the draft going to the State for review and then back to the City for revisions. In early 2023, staff will return to the Council with a final draft after incorporating necessary revisions.

The draft HEU is based on extensive data collection, analysis, and community input. The HEU project team has engaged with more than 1,500 people and 25 community groups through 14 events (both virtual and in-person) and an online survey. This data, analysis, and community input is used to develop the HEU’s programs, which identify the concrete actions that will address the City’s housing needs.

Concord is hosting additional upcoming events to encourage community feedback:
